Christine is a Director at CGI, supporting the federal government clients with expertise and insight related to cyber risk, security, and technology strategy. She partners with business unit and agency leaders to develop, implement, and measure Security Operations, Identity Management, Data Governance, Risk Management programs; acting as a trusted advisor and thought leader to enhance and execute security services.

In her more than 20 years of experience in information technology in the federal government and commercial space. She has significant expertise in enterprise program development, implementation, and management as well as in developing, configuring, testing, and implementing business technology solutions. She has over 15 years in technology enablement with a focus in Governance, Risk and Compliance big data solutions, not only as a consultant, but also as a Business Product Owner. She has supported DoE, DoD, and commercial clients with information, cyber risk and security programs that focus on enterprise risk, technology, data policy, and compliance. She has held leadership and policy advisory roles with C-Suite directly deploying metrics, management reporting, technology portfolio, governance, and risk programs.

Ms. Horwege earned her Master’s of Business Administration (MBA) from University of Maryland University College, and her Bachelor of Arts (BA) in Political Science from Dickinson College. She maintains a Certified Information System Security Professional (2017) and Six Sigma Black Belt (2005) certification, and received a Project Management Professional (2011).
